Professor El-Menshawy Issues a Decision to Organize the Vacations of Contractual and Temporary Workers and the Daily Wage at Assiut University
Professor El-Menshawy, President of Assiut University, issued Resolution No. (3210) on July 15, 2026, regarding the regulation of the access of contractual and temporary workers and daily wage to vacations, within the framework of regulating the work environment, and unifying the controls regulating the rights and duties of these categories, in a way that contributes to achieving administrative discipline and good work conduct.
Professor El-Menshawy, President of Assiut University, stressed that the decision comes within the framework of the university's keenness to consolidate the principles of job justice, and provide
a stable and organized work environment for all employees, in a way that ensures the clarity of rights and duties, and achieves a balance between work requirements and the interest of employees, pointing out that the university continues to develop its administrative system in accordance with the legislation regulating the state, in a way that enhances institutional discipline and improves the quality of performance in its various sectors.
For his part, Mr. Shawkat Saber Thabet, Secretary General of Assiut University, explained that the decision reflects the keenness of the university administration to establish a clear and disciplined administrative system that regulates the conditions of contractual and temporary workers and daily wages, in order to ensure the preservation of their employment rights, and to determine their duties in accordance with the laws and regulations regulating. He stressed that the decision contributes to achieving institutional discipline, by organizing attendance mechanisms, electronic signatures, and vacations, in a way that supports performance efficiency, enhances the stability of the work environment, and ensures the regularity of the workflow in the university's various sectors.
The decision included granting contractual and temporary workers and daily wages paid vacations, including: fifteen days of regular leave, six days of casual leave, ten days of sick leave after approval by the health insurance, and a leave of thirty days to perform the Hajj pilgrimage once throughout the period of service, as well as maternity leave for four months after submitting the child's birth certificate, and a maximum of three times throughout the working life.
The decision also stipulated that all contractual, temporary and daily wage workers must sign electronically during official working hours, while allowing Christian workers to be late in attendance until 10 a.m. on Sundays, in accordance with the organized regulations.
The decision included the organization of cases of absences and permits, where an official permit may be granted for half a day and a maximum of two times per month, provided that the hours of the permits are calculated from the balance of regular vacations, with the possibility of posting the incomplete permit to the next month until the completion of a full working day.
The decision included a number of social benefits, including granting an hour of reduction from the official working hours to workers with disabilities, or to those who have a child with disabilities, as well as to workers who are pregnant from the sixth month of pregnancy, or who are breastfeeding until their child reaches the age of two.
The decision also allowed contractual, temporary and daily wage workers to be absent with pay during the days of the actual exams for those affiliated with colleges, institutes or schools, according to an approved exam schedule, in addition to the possibility of granting unpaid leave for a period not exceeding one month during the fiscal year in cases of compulsion and emergency, in accordance with the relevant controls and authorities.
The decision confirmed the retention of the jobs of contractual and temporary workers and daily wages during the period of military and national service, while granting them paid vacations on official holidays, holidays and occasions determined by the Prime Minister, provided that this decision will come into effect from the date of its issuance, and the General Directorate of Internal Audit and Governance will follow up on the implementation of its provisions at the university's various locations.
